Ушбу мақола олий таълим муассасаларини “Университет 3.0” концепцияси доирасида мавжуд бўлган илғор илм-фан ва инновацион тадбиркорлик марказларига самарали трансформация қилиш масалаларига бағишланган. Университетларнинг илмий-инновацион ривожланиши учун бошқарув тизимларини шакллантириш ва уларнинг илмий-инновацион салоҳиятини самарали қайта ишлаб чиқариш учун ресурслар ва усулларни аниқлашга имкон беради.
